How can we provide strength to our base education which is going down among poor dalits?: Currently we need to run this project without any government support. Our ideas must be focused on the financial support not from the government. If we get any support from the government that will be great but we should not depend on the government support. Because it’s government /politicians policy to keep promoting students from class 1st to 8th without any progress report evaluation. When our students from Government schools pass class 8th and go to 9th class then they just walk out from the school because they cannot survive in 9th class. Few exceptions are everywhere.

2-    Rehabilitation of manual Scavengers: Now days Government /politician / social organizations are discussing about manual scavenging abolishment and rehabilitation. For this government also passed bill. We also read several critics related to abolishment bill and rehabilitation. Now we need your ideas focusing on manual scavenger rehabilitation because we cannot change government bill. So, I would like to request that IIDEA Committee in each state should rehabilitate five manual scavengers especially from villages or small town or slum areas of big cities are also OK. Please submit your proposal and budget with your ideas before meeting and talk only on this subject in the meeting. This will be an example for the government that how government should move to rehabilitate manual scavengers. Question is this that if our people leave this job then what will they eats? Rehabilitation program of government is very slow and lengthy and very bureaucratic which is very hard to complete by the illiterate manual scavengers. Some places I came to know that responsible officer asked to submit a picture with manual scavenging job to prove that you do manual scavenging.


3-    When we complete this task then we will submit our report with pictures and details of the families to the Government of India to suggest them that provide funding to IIDEA for rehabilitation of manual scavengers in practically not on just talking.

Re: Report travelling India to help poor dalit community people from Feb 13 to April 4, 2012.

Dear Friends:

I visited India from February 13 to April 4, 2012.  I visited sates: Delhi, U.P., Maharashtra, Rajasthan, Chandigarh, Haryana, Bihar, Uttrakhand. In these states, I also went in few districts. During our travelling, I had meeting with lot people and very soon, I will post their name and phone number district and state wise on the website of IIDEA. Currently, I am in touch with few people in to establish IIDEA State Committee of Tamilnadu.


1- Our aim was to activate rich and educated people of dalit community to help our poor people for the education.

2- To establish IIDEA branches at state and district levels to develop a strong net-work which can help poor dalits for the education.

3- To establish computer centers for higher class students and evening coaching centers among poor dalit communities for class 1st to 8th.

4- Educate our active people that how can we proceed on the educational front to help our poor dalit people.

5- Give orientation to our students who are studying in higher classes to proceed further and how can go abroad for higher education and how can they get funding from our government and abroad Universities.

6- Start few Self Help Groups (SHGs) for poor dalits to establish women economic empowerment for bright future.


1- Our travelling expenditures were totally my personal funds. DANRIA or IIDEA funds were not used for travel purposes or my personal needs.

2- DANRIA members authorized Dr. Bachchu LAL to spend $4000.00 to start computer center and coaching centers in India among poor dalit communities.

3- Several IIDEA members also contributed funds for the function organized by IIDEA on March 24-25, 2012 in Delhi. (Please see detailed report).

4- Now I am requesting IIDEA members to contribute some money to start some projects (evening coaching centers), so that based on these projects we can ask money from other agencies in near future.

Why we need to start:

1- Evening coaching centers.

2- Computer centers.

3- Self Help Groups (SHGs)

Why we need to start Evening coaching centers?

Most of the poor dalit students go in government schools. Education quality in government school is very poor. As per new government regulations, students must not be failed till class 8th. So, due to poor quality education our students after class 8th they become very weak in the class 9th and resultant they drop out from the school and start manual scavenging or manual labors.

Why we need to start Computer centers?

Poor dalit students cannot afford computer which is very important for modern education. Due to lack of basic knowledge of computers our people cannot compete with other students who do have knowledge.

Why we need to start Self Help Groups (SHGs)?

SHGs projects are Women Economic Empowerment project. This will develop saving habits among poor families.  Project will help to get emergency loans without interest and save himself from private money lenders who charged them 5-20% interest/month for these loans. Loans may also be used to start small family businesses and provide education to kids to live proudly in the society.

IIDEA’s Plan:

1- IIDEA wants to start evening coaching centers in our communities, so that students from class 1st to 8th should learn English, Math and Science which will make their background strong and this will reduce drop out from class 9th which is most required project because our poor students are not receiving proper education from class 1st to 8th .

2- IIDEA also wants to help poor students from class 9th to 12th via providing them fee, books and stationary etc.

3- IIDEA also wants to help graduate and post graduate students via providing Computer Centers and books to prepare students competitions by group studies because higher level coaching is very expensive and IIDEA cannot afford it without help of other agencies.

4- IIDEA will also post details on the website that how students can go for higher studies at national and international levels.

5- IIDEA also wants to start Self Help Groups (SHGs) if funds are available or other people sponsor for this project. SHGs will provide economic strength to these poor people for their emergency needs in the beginning but later for the business.


1- For evening coaching centers for class 1st to 8th, IIDEA will ask help from our community students who are studying in class 11th and 12th to spend some time to give coaching to these poor students and we will give them some token money.

2- Graduate and under graduate students, who will be preparing for competitive examinations, will help or students of class 9th to 12th and IIDEA will support these higher class students.

Funds: We plan to generate funds via three mods:

1- DANRIA, in USA, will collect money from our members and also apply for funding from big charities. These funds will be spending in India through IIDEA.

2- IIDEA members and supporters will be paying membership.

3- IIDEA will apply for funds to Indian government where government has millions of rupees for us. a) Check the website of Ministry of Social Justice and Empowerment, Government of India and select the project you are interested.

b) If you already have registered organization running under bylaws of the government like filing taxes, membership, report of the projects runs by the organization from last two-three years, renewal of the organization’s registration, then you can ask for funds for the enhancement of the same projects.

Achievements of IIDEA for 2010 & 2011:

1- Wherever I went people were very much interested to start this program.

2- IIDEA with the help of DANRIA established few computer centers and these computer centers are also serving as coaching centers.

3- Computer Center at Balmiki Colony, Near MMB, Daliganj, Lucknow:

The computer center at Balmiki Colony, Near MMB, Daliganj , Lucknow 226020 (phone: 09984250438) initially had three computers established in June 2010 is still running very well. Two more computers were added in this center with help of Steven Foundation, USA in 2011. Now this center is having five computers.

American Ph.D. Scholar, Joylee from Columbia University, is currently studying on the issues of the scavenger community in UP, who taught English at this center for a year. 65 students from class 9th to B.A. learned basics of the computers from this center. You will be amazed to know that IIDEA organized a function of certificate distribution on March 29, 2012 at this center. Students arranged everything but finances (about Rs1500/= $30) were incurred by Dr. Bachchu LAL. Students gave speech in English and Nadini, a student took responsibility to run stage in English. This shows the confidence level of the students.

Expenditures for this computer center is about Rs.3000/month because we pay Rs.2500/= per month fee to the teacher. Rs.500/ are the miscellaneous expenditures. Rs. 3000/= per month rent of the rooms is not included because it’s my home and we do not charge rent and I pay electricity and utility bills.

4- Computer Center at Saharanpur, UP:

Computer center at Saharanpur, UP, is also running very well. Suprabhat Samajik Sansthan, Saharanpur is running this center. Contact person Mr. Gaurav Dahia LLB, LLM, MBA, 999792 3738.

5- Computer Center at Lav-Kush Nagar, Indira Nagar, Lucknow:

Contributed one computer to start one new computer center at Love-Kush Nagar, Indira Nagar, Lucknow. This is a slum area where lot of scavenger community people along with other dalits live. Mr. Ganesh Kumar (9451 668 994) who will be managing this computer center. He already has one computer, so Initially there will be two computers but very soon, I am planning to give one more computer. It will cost $300 to us.

6- Computer Center at Leelmatha Lucknow:

We contributed Rs.55000/= to established computer center and coaching center at Leelmatha, Lucknow where we bought three computers. Maharishi Valmiki Ashram Seva Samity, Leelmatha Lucknow is responsible to operate this center. If we need to start evening coaching center here then we need about Rs.25000 ($500) per year.

7- Proposed scholarship program for Education Program: Mr. Anand Kumar, TX, USA, a member of DANRIA and supporter of IIDEA, contributed $500 (Rs.25000/=) to DANRIA, to provide scholarship one boy (Rs.11000/=) and one girl (Rs.11000/=) from manual scavenger community in India. 8- Teach Ideology of Dr. Ambedkar among scavenger community (2011):

IIDEA also donated Rupees 7000/= (Rs.5000/= donations and Rs.2000/=travel expenditures) in Meerut for a meeting for awareness program to discus Ideology of Dr. Ambedkar among Balmiki Community. Mr. Amar Singh, Dr. Rahul Das, Mr. Ramesh Gehlot and Mr. Jilay Singh participated in the meeting.

9- Help by IIDEA to a women victim of dalit atrocity in Bihar (2011):

Parivartan Kendra is a registered organization, Patana, Bihar. Its head office is in Patna and it is working in Vaishali and Patna districts of Bihar. Sunita Devi a victim of dalit atrocity, was helped via donation of Rs.5000/= to fix her back door, to protect herself from any more unwanted atrocity in the dark of night. This money was handed over to Ms. Versha Bela, President of Parivertan Kendra by Prof. Satinath Choudhary, DANRIA member and vice president of IIDEA. This money was contributed by Prof. Choudhary from his personal funds.

10- Help for educational awareness program among very poor Mushahar, DOME and scavenger community in Bihar(2011):

The condition, of Mushahar, DOME & scavenger Community in Bihar is very bad, where Ms. Sudha Verghese is working among them. Prof. Satinath Choudhary, had a meeting with Ms. Sudha, and understood their programs and handed over Rupees 10,000 to Ms. Sudha to spend this money for educational awareness program among very poor mushahar, dome, scavenger students and parents. This money was contributed by IIDEA.

11- Self help group (SHG) among poor dalits in Haryana, helped by IIDEA (2011):

Mr. Sanjeeve Gharoo, Haryana, received Rs.9000/= from IIDEA on February 2011, to start Self help group in Haryana.  Dr. Bachchu LAL, President of DANRIA and convener of IIDEA, gave this money from his own funds. Functioning and Objective of the project: Each member will save one rupee per day and we will contribute the same. Each group will be having 20 members. This program will develop a habit of saving among these very poor people and these members will save himself from illegal money lenders for their emergency needs. These illegal money lenders charge 10-20% interest per month for small loans that these poor people take for their emergency needs. I am still waiting for the report because I did not get details from him and he also did not ask for second installments.

12- Contribution to a dalit hostel in Meerut:

IIDEA members donated Rupees 75,000/= to a dalit hostel in Meerut run by Mr. Jaipal Singh, president, Ambedkar Shiksha Prasar Samity, Meerut. This hostel has 17 rooms and about 30 students live here. They get free food, books and tuition fee and students go in various schools for their studies. Five rooms are under construction. These rooms will be used for the students who will be preparing for competitive examinations. We need support to establish computers in these rooms.

Future projects to be started soon in 2012:

1- IIDEA, with financial support from DANRIA, will start five evening coaching centers in five Districts of Bihar. IIDEA will also start two SHGs in poor dalit localities in Bihar. Miss Gauri Kumari Advocate (09934442310), Mungare, Bihar will be taking care for these projects. Projects will be started from July 2012.


Budget for Coaching Center:

Rs. 1000/= per teacher / Coaching Center.

Rs. 10,000/= per 10 months per center. We will be starting five Coaching Centers:

Rs.10000 X 5 centers = Total Rs.50000/= per year for five Coaching Center.

Details of SHGs:

Dr. Bachchu LAL, Convener of IIDEA and President of DANRIA, will contribute money for these SHGs from his own pocket. He will not use funds of IIDEA or DANRIA but certainly funds will be disbursed via IIDEA.

Miss Gauri Kumari Advocate (09934442310), will initially run two SHGs total 33 families, one women / family. Each member will save one Rupee/day and we will match same amount. In order to start the project, we will give money for first three months to open the account and then these members will keep saving money for next three months, then we will check the accounts and then release second installment for three months and will continue for one year.

Conditions: members will be having meeting every month. They will deposit money weekly or by weekly in the account. No withdrawals for one year.

Benefits: These families will use this money as loan for their emergency needs like fee for school for kids, medical emergencies or other emergencies. Money will be given with due permission of the group leaders.  Once they get money, they will return money without any interest. This way they will be getting loans without interest because in such emergencies these people go to private money lenders who charges very high interest (10% per month). These families will be self-dependent in next five years to start their small businesses and if they will keep saving then these groups will be converted into a big groups for better financial supports. Dr. Bachchu Lal’s support will be only for 12 months. Later I will move in other area to establish more SHGs.

Rules: More rules may be added as per approval of the IIDEA state committee of Bihar.

1- Bihar Self-help Group Committee headed by Miss Gauri Kumari will help to establish and supervise these SHGs.

2- Bank account will be open in nearest bank in the area of the SHG.

3- Each member must save one Rupee/day.

4- If any member will not deposit money for three months then her membership will be terminated and their will not be any refunds of money.

5- If any member does not want to participate due to some problem then she will not get any money back but she can nominate her relative and she can participate at their place.

6- If member die then her authorized women can participate in the project.

7- Members must deposit money to authorized women and get receipt.

8- Receipt books and letter head will be provided by Miss Gauri Kumari.

9- Letter Head for SHG will be designed by IIDEA head office.

10- Group leaders need to make a committee and give their names.

Budget for SHGs:

Member’s contributions:

Rs.1.00 per day means, Rs. 30.00 per month/member.

Rs. 30X12 month = Rs. 360 per year per member.

Rs.360X11= Rs.3960 For a group of 11 members.

Rs. 360X21= Rs. 7560 per year for a SHG of 21 members.

Rs.3960+ Rs.7560= Rs.11560 per year for both groups.

Contribution from Dr. Bachchu LAL:

Rs.3960+ Rs.7560= Rs.11560 per year for both groups.

Rs. 5000 one time as miscellaneous expenditures.

Money will be paid to the responsible person of IIDEA quaterly

SHG in Delhi:

Dr. Bachchu LAL, Convener of IIDEA and President of DANRIA, will contribute money for these SHGs from his own pocket. He will not use funds of IIDEA or DANRIA. This SHG will be running under Supervision of Ms. Reeta, 0813 043 9141,R/o 169 J.P. genesis Foundation, NGO, under observation of Mr. Amar Singh (0935 006 4144) and Mr. S. L. Kharelia 0991 018 7343. Fifty families will participate in this SHG. Miss Reeta advised for this SHG in the meeting held on Feb13, 2012, at Jahangeer Puri Delhi, at 1 PM.

Budget for a group of 50 women:

Rs. 50.00 per day means Rs.1500.00 per month or Rs. 4500.00 for three months.

Rs.2000.0 for Miscellaneous expenditures for receipt book letter Head and travel   expenditures for Miss Reeta, to establish the SHGs and IIDEA branch.

Total= Rs. 6500.00 will be paid initially to open the account.

On behalf of the I-IDEA, I requested to above people and committee was nominated, but if someone have better idea we will be more than happy to implement. Please see below the functioning and you are free to give us suggestions.

Brief of the functioning:

Dr. R.S. Anand, MMBS, MD, suggested that, students for IAS training may live in the Meerut and every day they can go for classes to Delhi, via train, using MST. Living in the Meerut and food will be, provided by the hostel management. Students do not need to go Delhi every day because classes will be held only few days in the week.

Mr. Jaipal Singh, Joint sale tax commissioner, Banaras, who is running hostel with his friends in Meerut, UP, also agreed with this idea. Currently six more rooms are under construction and Dr. RS Ananad and his friends are supporting the construction cost. Now there will be total 23 rooms in this hostel.

Functioning of the program and selection criteria will be published soon. We will be waiting for your suggestions to run the program.
